An always-on scan of every public Australian tender source a layflat hose maker could care about, every weekday. It files only the notices that fit Crusader Hose's catalog and Crusader's buyers: fire services, water utilities, mine dewatering. When a catch is worth a person's minute, it opens the pack, reads it against the catalog, and writes the brief. A person says yes or no.

A keyword alert for "hose" does not catch this one; the word appears only in the scope list. The scan caught it because it reads the scope, and because it knows the Rural Fire Service is a buyer worth promoting. That is the whole reason the scan exists.

Every row above was read from a notice or a contract register page, and each carries its source in the working files. Two of them are held by a manufacturer of Crusader's exact product, in Crusader's home state. The rest are held by distributors. The calendar is the scan's recurring job: it re-reads these registers and the forward procurement plans, and it says when a window is about to open.
The scan has judged every notice from eleven sources since 26 July 2026, and on 6 September it was re-run against Crusader's catalog, with the descriptions of 18,507 closed tenders refetched so they were judged in full.
The plain reading of the general portals: the aggregator feeds are council-dominated, and councils buy hose inside plant-maintenance and building fire-compliance contracts, never as layflat supply. Crusader's tendered market lives on the fire-service and state portals, which is where the scan now points. Water utilities buy no hose publicly anywhere; their bypass and temporary-main work is let as a works package, and Crusader supplies into it through the contractor who won. That stays in the scan one rank lower, as evidence.

When a live tender clears both filters, the agent opens the notice, downloads the pack where the portal allows it, and reads it against Crusader's catalog and bid rules. It writes a one-page brief: what is asked, which products answer it, which gates are open (AS 2792, AS/NZS 4020, insurance, prequalification), and a recommendation: bid, no-bid, or needs a human. Every claim in the brief cites a page of the pack or a row of the catalog, or says it is unsure. Nothing is invented.
The brief goes to one person with a reply key. Yes or no, with a reason, in one line. The record keeps the decision and the reason, so the same tender never asks twice and the reasons become the bid rules.
Everything above is job 1: find the tender and decide whether to bid. Job 2 starts when Crusader says bid. The same system turns the tender pack into a sign-off-ready response, built on Crusader's own products, ready for the estimator to price and the MD to sign.
On a public water-utility supply pack of 990 pages, the system extracted 502 distinct, page-cited requirements, built the compliance matrix, crosswalked the buyer's specification against the supplier's catalog row by row, and produced the returnable scaffold with every claim cited or left blank for the estimator. Blank beats guessed: what it leaves empty shows exactly how far the research reached. The same machinery runs on the RFS pack the day Crusader decides to bid.
What it never does: it never sets a price, never chooses the final product, and never signs. Those stay with the people who own them.
